I went to Walmart (with new coupon policy in hand) to see how I could do w/the Gain coupons. Well, my Walmart was out of the $1.87 sheets, but I was able to get the 80 ct. packages for $.18 each (they had 4). So, I really didn't get to "try" the new policy, but thankfully I had no problem using four $3 coupons!!
